What is Access to Work or Welfare To Work?
Northeastern PA Welfare to Work Transportation Program (WTW) is a demonstration project funded by the Pennsylvania Department of Transportation. This is a temporary program meant to help Welfare/low income clients to get to and from employment until they are able to identify a more permanent transportation resource.

Along with your County Assistance office (CAO), we screen applicants for the WTW Program. The CAO office submits the referrals to the Endless Mountains Transportation Authority office. The Transportation office takes the clients reservation request, assigns trips to the appropriate route and driver.

Who can use the Access to work Services?
Cash Assistance Clients or individuals who meet the income requirements and have children below the age of 18 who are determined eligible by the County Assistance Office.

Cost of Access to Work Transportation
Fees are determined on an individual basis. At some point during your transportation, a co-pay will be assigned. Any co-pay is payable to the driver at the time of boarding.

What about Transportation for my children?
EMTA may be able to transport your child or children to a babysitter or child care facility on your way to and from work. Ask for details when you sign up for the welfare to Work Program.

How Do I Register for the Access to Work Transportation?
To apply, contact your Public Assistance Caseworker or call EMTA at 1-866-242-2484 and ask for the Welfare to Work coordinator.

How do I Schedule Service for Access to Work?
Once you are registered for Welfare to Work transportation, it will become your responsibility to arrange for your transportation. Call EMTA at 888-7330 or 1-800-242-3484 to reserve a ride. The office is open 8:30 a.m. to 4:30 p.m., Monday through Friday. The following procedure must be followed:

  • You must call no later than 9:00 a.m. the business day before your trip is to be taken. If a holiday falls on a weekday, you must call an extra day in advance of your trip.

  • You may only schedule rides to and from your place of employment. Please remember, EMTA is a shared ride, not a taxi. You will be riding with others who are also using EMTA for various reasons.

How Do I Cancel My Ride?
If you need to cancel your ride, please do so as soon as possible, at least 2 hours in advance of your scheduled pickup time by calling EMTA at 888-7330 or 1-800-242-3484. If you do not cancel your trip, you will be considered a no show. After three no shows, you will be required to pay the full fare or be terminated from the program.

What is a No show?
Although there may be no direct cost to you to ride with EMTA under Welfare to Work program, a PA Department grant pays for your ride. For that reason, EMTA has had to institute a policy for those situations whereby a scheduled pick up is not cancelled and the driver arrives to pick up the passenger.

How do I Reschedule My Ride?
The EMTA office is open Monday through Friday from 8:00 a.m. to 4:30 p.m. to assist you with last minute schedule changes. It is your responsibility to notify our office in advance that your schedule is subject to last minute schedule changes. Our office will advise you of what procedure you will need to follow in the event of a last minute schedule change, such as who will you need to notify, etc. In the case of a last minute schedule change on the same day of your trip EMTA will make every effort to try to accommodate the schedule change.
